Halo 3 and GTA IV were bargains because they sold millions upon millions of copies. GT5 will probably be the same.

Too Human and KZ2, though? Not really. Certainly too much money spent for how many copies they sold.

According to Kojima Productions, that cost for MGS4 is wrong. They said it didn't even cost 5,000,000,000 Yen (which is $56m).

From what I'm seeing around the webz, 60m is a pretty accepted figure.

They did say they'd have to sell 1m copies on day 1. So, $60 X 1m = 60m.

Makes sense.
